ANNUAL MEETING

The 2006 Annual Meeting of the Association will be held at the Community Center above the existing Exeter Library. The date is Wednesday, April 26th and the time will be announced in the mailing. An invitation for candidates to the Board will soon be mailed to all owners and we would dearly like to have representation from more areas of the community. Of equal or more value would be more female involvement at the Board level.

Our goal is to make this a different meeting with a new format using multi-media to more fully help in sharing community information. We hope to offer some insights into our views on some structural and organizational changes and an explanation of why we feel the By-Laws need attention. Another point will be gathering views on if the Board should have specific and defined liaisons with;
a. The Architectural Review Committee, which is the only committee designated in the Declaration. Are the charges to this committee relevant to the needs of the community today and to whom does the committee report?
b. The Landscape Committee, which has been established and has been given a charge and direction
c. The Homeowners Committee and its areas of involvement in our community
d. Select Property and Association Management
e. Exeter Township and the police
f. Task Forces established to deal with specific issues.

Board Meetings

Please be assured that the Board does meet and does take action. This coming week the Board has an informal meeting on Tuesday and an official meeting on Thursday. FYI, the difference is that during the official meeting a representative of the management organization attends and records the minutes. Often the interim meetings are done to allow the members to work through the issues that are to be addressed and to prepare questions on these issues.

Many things have to be discussed and decided. For instance:
The date, time and place of the Annual Meeting must be set.
The solicitation for candidates for the Board must be prepared and dates for submission set.
The method of dealing with the proposed expansion of the Board to 5 members must be determined.
A new proposal for controlling the abuses of the use of the limited parking spaces is to be developed for presentation at the Annual Meeting.
A review of the status of the budget to date is always part of the meeting.
Consideration of the roofs that will have to be done this year as well as the painting schedule are also matters that require Board attention.
The above are cited as an example of things that the Board confronts routinely.

Our Documents

The Board has been looking at the documents of Wingspread and feels that there is serious reason to work on a revision of our By-Laws. There are actually three documents that state the nature of how Wingspread functions. We want to offer a quick review of these so members more fully understand our community.

The Declaration of Covenants, Easements and Restrictions is the original documentation of the agreement of the developers and entities such as Exeter Township. It is quite extensive and also difficult to amend or alter. Our review, so far, suggests that our Declaration is well written and probably needs no change at this time.

The By-Laws provide the framework for how Wingspread actually functions. It states the nature of memberships, voting rights, structure of the Board, Standing Committees, and things like working relationships with a management firm. Our By-Laws were designed for the development stage of Wingspread and lean to the interest of the developers. At this time we are giving serious attention to this document and hope to guide rewriting the By-Laws to the current needs of the community.

The Rules and Regulations are the necessary guides of how we conduct our affairs based on the realistic situations we find ourselves in living in a compact community. These are established by the Board with input from the various elements of the community. We hope to consolidate these into one clear form and share these with everyone in Wingspread.

Chimneys - Santa may have cost you money

Many of us in the "Bricks" will soon get some unpleasant news. While the roofs were being replaced Bachmans was kind enough to survey our chimneys. As can be expected with the age of these units, evidence of damage or deteoration was found in many. The letter you will receive will explain the risks if repairs are not attended to before too long.

In a future Blog we will be talking about the real value in our homes and the importance of maintaining the maximum worth in one of our major investments. And, Yes...... you guessed it ~ these repairs are the responsibility of the individual owners.

What's In A Name????

Have you noticed that we seem to have a small nomenclature issue? We have been looking at our documents and rules and ByLaws and find that we are referred to as:
Wingspread Homeowners Association,
Wingspread Community Services Association, and
Wingspread Community Homeowners Association.

Add to that a group called the Wingspread Homeowners Committee and you see the potential for confusion. We hope to get this straightened out in due time. No promises right now!

What about that Survey?

The response to the survey has been quite good and the consensus so far is completely in favor of the expansion of the Board to five members.

We are very pleased that an impressive number of residents have indicated an interest in serving the community either as a Board or committee member.

Over the next few weeks the Board hopes to take the action necessary to bring the desires expressed by the community to fruition. If you have not expressed yourself, please do so.

An Introduction to Wingspread Blogging

Would you like to join in sharing thoughts and comments about living here in Wingspread? How about visiting a place where you could ask questions or even suggest how things might be improved?We have set up this Blog (that stands for WeB-log) and it is a way for us to share, exchange and stay in touch. There is no cost and it is avaliable to anyone using a computer on the Internet. It is important that participants take a few minutes to sign up and it is necessary that you get an invitation so that you can join. That's the way it works and, for now, that invitation will have to come from me. You can visit the Blog at www.OurWingspread.blogger.com but you need to register to participate.

There will be a few rules and anyone who can't handle them should not join in or will be blocked from further participation. For now these are:
1. No Swearing
2. No Obscenities
3. No selling or soliciting
4. No forwarding any of the other crap we get daily, and
5. No personal insults or attacks on individuals

I would also appreciate it if you could send along any email addresses you have for our neighbors or if you can invite them to look at our Blog for themselves. SPAM has agreed to participate and monitor the Blog and to use it as a medium for sharing information. We really want SPAM to be involved and to contribute. Our goal is to keep this exchange in the hands of the residents and owners with SPAM continuing it's role of managing the complex. The Board has assummed responsibility for the Blog for now.

4. All windows and doors including storm doors
5. Chimneys repairs and maintenance including regular inspections and cleaning, if needed
6. Heating, Ventilating, and Air Conditioning {HVAC) Units
7. Exterior Brick and Stucco Walls
8. Exterior Vinyl Siding and Trim
9. Repair and maintain exterior door and window frames
10. Landscaping on Single Family Lots (trees, shrubs, flowers, etc.)
11. Exterior Light Fixtures
12. Asphalt Driveways on Wellington, Wessex, Walton, and Waterford Lane
13. Concrete Sideways on Single Family Lots
14. Concrete Curbs and Gutters abutting Single Family Lots
15. Decorative Walls or Walks installed by individual unit owners

These items have been designated as the responsibility of the homeowner to maintain, repair or replace as needed.

Regular Updating and FLASH!

There is so much going on here in Wingspread that we need a way of keeping up. To that end the Board will try to get on almost daily to let the homeowners know what is happening. This will also open the door for others to express themselves and to prepare the community for the Annual Meeting.

First we want to call your attention to an error. You heard from Select (SPAM) and were told about ways to pay in the future. You ARE NOT required or expected to provide your Social Security number and we encourage you not to do that. If you want to use electronic processing the voided check will provide all the necessary information.
