Our Documents

The Board has been looking at the documents of Wingspread and feels that there is serious reason to work on a revision of our By-Laws. There are actually three documents that state the nature of how Wingspread functions. We want to offer a quick review of these so members more fully understand our community.

The Declaration of Covenants, Easements and Restrictions is the original documentation of the agreement of the developers and entities such as Exeter Township. It is quite extensive and also difficult to amend or alter. Our review, so far, suggests that our Declaration is well written and probably needs no change at this time.

The By-Laws provide the framework for how Wingspread actually functions. It states the nature of memberships, voting rights, structure of the Board, Standing Committees, and things like working relationships with a management firm. Our By-Laws were designed for the development stage of Wingspread and lean to the interest of the developers. At this time we are giving serious attention to this document and hope to guide rewriting the By-Laws to the current needs of the community.

The Rules and Regulations are the necessary guides of how we conduct our affairs based on the realistic situations we find ourselves in living in a compact community. These are established by the Board with input from the various elements of the community. We hope to consolidate these into one clear form and share these with everyone in Wingspread.
