Shrubs

OK, does anyone know why the shrubs and plantings were removed around the electric boxes and are there plans to replace them? Our neighbor Ron thinks it might be something in the rules of the electric company that requires the station to be free of surrounding material but we think it would be nice to know ~~~ after all, we LIVE here.
